The State of California has special requirements for anchors on buildings over 36’ tall or 3 stories. As per Cal-OSHA Title 8, Article 5, Section 3291 titled: “Special Design Considerations – Permanent Rooftop Installations”. https://www.dir.ca.gov/title8/3291.html

(f) Roof Tie-Backs:

  1. Every building constructed 3 stories or 36 feet or more in height, shall have roof tie-backs or other permanent devices installed at the roof level for the purpose of securing or tying back suspended scaffold hooks or clamps and safety lines.
  2. Exceptions:
    • Roof tie-backs are not required on buildings employing other acceptable means of permanently installed roof top maintenance systems specified in this Article or Article 6 (Powered Platforms and Equipment for Building Maintenance). Web link is here: https://www.dir.ca.gov/title8/3295.html.
    • Roof tie-backs are not required on buildings constructed up to 4 stories or 48 feet in height when building maintenance can be accomplished using extension tools, ladders, approved ground equipment such as scaffolds, or aerial devices designed and used for positioning personnel.
  3. Such devices should be spaced at approximately 12-foot intervals; however, the spacing shall depend primarily on the availability of roof structural framing members of sufficient strength to safely carry applied loads. Tie-backs may be installed in structural parapets that are of adequate strength to sustain applied loads, but placement shall be as close to the roof level as practicable. Design criteria for tie-backs shall be as follows:
    • Roof tie-backs shall have at least a 2-inch inside diameter closed “eye.”
    • Tie-back assembly shall be hot-dip galvanized or afforded equivalent corrosion resistance.
    • Assembly and anchorage provisions adequate to sustain a 5000 pound load applied in any direction without permanent deformation.
    • Suspended scaffolds shall not be permitted unless roof tie-backs or equivalent anchorages are provided.

In review, here are the highlights to keep in mind when working in the Cal-OSHA anchor scenarios:

  • Buildings 36’+ or 3+ stories tall:  Required to have roof tie-backs unless you can achieve window washing and unscheduled maintenance from ground-based equipment.
  • Buildings 48’+ or 4+ stories tall: Must provide anchors regardless of whether or not ground based equipment can be used.  At a minimum they must be installed every 12’ on center around the entire building for unscheduled maintenance, and if utilized for window washing suspension, must be specifically designed to accommodate the particular window washing activities.
  • SAS Cal-OSHA Anchors are built to minimum specifications and must be installed with a minimum fastener requirement of:
    • Wood & Metal Structure:  ½”x___ grade-8, stainless steel or A-307 all-thread with nylock nuts
    • Concrete Structure: wedge anchors installed at quantity/interval/spacing as specified in the current CRO Instruction Manual tables

These standards are stricter than the standard window washing regulations set forth by OSHA, ANSI and IWCA in the 49 other states.  Zero deformation at a 5,000-pound load requires special consideration in the engineering, design and manufacturing of the anchor. The supporting structure needs additional attention in order to sustain these loads as well.  Super Anchor Safety has a full plethora of engineering documents that allows us to manufacture Cal-OSHA compliant CRA anchors in heights up to 36” tall. ANSI Anchorage Connectors Notes:

ANSI and OSHA publish definitions for what are commonly referred to as “Roof Anchors” in the fall protection industry. And there is some confusion about roof anchor types and the supporting structure/substrate they are attached to. The following definitions are explained in two parts:

ANSI Z359.0-2012 and Z359.18-2017 definitions and SAS use of those terms in our instructions. Some of the definitions are cited partially as they pertain to fall protection. E= ANSI marginal explanations.

Note: SAS will specify ANSI type A, T or D in our manuals and PID labels only when the device has been certified by a 3rd party to comply with that standard.  That does not mean that our anchors do not comply with the testing requirement of the ANSI standard. All SAS anchors comply with OSHA 1926.502 and ANSI Z359.1-07.  Following are explanations of the ANSI definitions for anchor connectors:

  1. ANSI 2.5 Anchorage:
    • A secure connecting point or a terminating component of a fall protection   system. E2.5 typically has a fixed structural member such as a beam, post, column, floor or wall.   SAS: Structural supporting member= I-Beams, wood beams, concrete substrates wood framing, top chords, vertical walls, floor joists.
  2. ANSI 2.6 Anchorage Connector:
    • A component or sub-system that functions as an interface between the anchorage and a fall protection system. E2.6…temporary or permanently installed on anchorages such as beams, etc. SAS: Any type of roof anchor used for PPE, window washing or HLL systems.
  3. ANSI Z359.18 (2.2.1) Type A Anchorage Connector:
    • Designed for an active fall protection system.  SAS: an anchor that is not rated for suspended work such as window washing and is not specified to be proof loaded. Typically specified for PPE tie-off, HLL systems, and SRL’s fall arrest and work positioning.
  4. ANSI Z359.18 (2.2.2) Type T Anchorage Connector:
    • Designed to support a suspended component/tie-back line or an active fall protection system. SAS: Commercial type anchors that are used to support window washers, work positioning, HLL systems or may be used the same as a type A. PPE fall arrest/fall restraint and attachment of SRL’s.
  5. ANSI Z359.18 (2.2.3) Type D Anchorage Connector:
    • Allows permanent or temporary deformation or movement when arresting a fall.  May not be suitable for work positioning, rescue, rope access or suspended component/tie-back. Note: can be certified for less than 2,700lb tensile strength. SAS: does not presently define our anchors as type D.
  6. Type A vs Type T
    • This is strictly an ANSI term. Both type A and T may be identical in appearance, structural design, and materials. How do they differ? Both types have a 5,000lb min tensile strength requirement.
      • Type A:
        • Not Specified for proof loading (typically 2,500 lbs.)
        • In not manufactured with stainless steel or HDG requires a 25 hour salt spray test
      • Type T:
        • Specified for 2,500lb or 2x the service load proof load. No permanent deformation in any direction the load is applied.
        • If not mfg. with stainless steel or HDG requires 500hr salt spray test.
        • CRO anchors specified for CAL-OSHA have no permanent deformation when a 5,000lb load is applied in any direction.

Summary:

The primary difference between type A and T is the proof loading requirement for type T.  IWCA requires a 2500lb proof load for window washing anchors that are rated 4-1 design load or 1,250lb for 5,000lb min. tensile strength anchor. The same anchor design type A may not sustain the proof load without permanent deformation. SAS will always specify if our anchors can be subjected to proof loading.

Proof Loading Definition: A static force is applied to the anchors connector attachment point. This is a D-ring, loop top, or connector hole.
